Research notes
Foundational requirement that local comprehensive plans provide for housing needs across all income levels and housing types ("needed housing"). Cities within UGBs must maintain a 20-year supply of residentially-zoned land sufficient for projected need. Enforced by DLCD through periodic review and by LUBA on appeal. Underlies HB 2003 Housing Production Strategy requirements.
