Research notes
Climate-Friendly and Equitable Communities rules adopted by LCDC (2022) and reinforced by SB 1537 (2024). Metro-area cities ≥5,000 must designate Climate-Friendly Areas along major transit corridors with minimum density, height, and mixed-use requirements. Parking mandates prohibited in CFAs. SB 1537 also added housing production accountability and streamlined UGB expansion for housing. Non-Metro cities ≥25,000 have parallel (less intense) requirements under OAR 660-012.
