Research notes
Duplex tier applies to cities with population ≥10,000 outside Portland Metro. Cities within Portland Metro are governed by the higher tier (see OR_HB2001_MIDDLE_HOUSING_FOURPLEX). Implementation deadline was June 30, 2022 for cities ≥10k; DLCD provided model code. Cities cannot impose design standards that effectively prohibit middle housing.
