Research notes
Mississippi Alluvial Plain covers eastern Arkansas — Crittenden, Mississippi, Poinsett, Cross, St. Francis, Lee, Phillips, Monroe, Arkansas, Desha, Chicot counties, plus large portions of Greene, Craighead, Jackson, Woodruff, White, Prairie, Lonoke. Mississippi River and St. Francis levee districts predate the Flood Control Act of 1928 and were federalized after the 1927 Great Flood. Eastern AR development is constrained simultaneously by (a) USACE §408 over levee modifications, (b) FEMA-mapped SFHA over the protected and unprotected floodplains, (c) the AR_15_22_901 Critical Groundwater Area overlay over the Alluvial / Sparta aquifers, and (d) the AR_2_5_101 Agricultural District overlay over row-crop land. Cities affected: West Memphis, Marion, Jonesboro, Blytheville, Osceola, Wynne, Forrest City, Helena-West Helena, Stuttgart, Dumas, Lake Village, McGehee.
