Cities on the corridor: Fort Smith, Van Buren, Ozark, Clarksville, Russellville, Dardanelle, Morrilton, Conway, Maumelle, North Little Rock, Little Rock, Pine Bluff, Dumas, Arkansas City. Levee districts under federal authority via USACE Memphis and Little Rock Districts. §408 permits are the binding regulatory hook for any development affecting the federal levee crown, toe, or borrow areas — local permits do NOT substitute.
