MKARNS extends 445 miles from Tulsa to the Mississippi confluence, with 13 of 18 locks and dams in Arkansas (Dardanelle, Ozark-Jeta Taylor, Murray, Toad Suck Ferry, Terry, David D. Terry, Wilbur D. Mills, Norrell, etc.). Cities on the corridor: Fort Smith, Van Buren, Ozark, Clarksville, Russellville, Dardanelle, Morrilton, Conway, Maumelle, North Little Rock, Little Rock, Pine Bluff, Dumas, Arkansas City. Levee districts under federal authority via USACE Memphis and Little Rock Districts. §408 permits are the binding regulatory hook for any development affecting the federal levee crown, toe, or borrow areas — local permits do NOT substitute.
