Research notes

Arkansas TIF is constitutionally authorized by Amendment 78 (2000) — narrower than most TIF regimes because school-district millage cannot be captured (a 2009 Arkansas Supreme Court ruling in Madison County v. Edwards). This makes the AR TIF math materially weaker than TIF in MO, IL, TX. Notable AR districts: Little Rock Riverdale, North Little Rock Argenta, Fayetteville, Springdale, Conway. Pairs with the AR_8_7_1101 Brownfield VCP overlay for redevelopment projects on contaminated sites.
