Arkansas Floodplain Management Program is administered by the Arkansas Department of Agriculture, Natural Resources Division (formerly ANRC) as the NFIP State Coordinating Agency. Local floodplain ordinances are mandatory for any community with FEMA-published Flood Insurance Rate Maps (FIRMs) and binding for NFIP participation. Federal conflict check applies — 44 CFR §60.3 minimums plus FEMA Community Rating System (CRS) interactions. Arkansas River, Mississippi River, White River, Ouachita River, and Buffalo River floodplains drive most regulated parcels.
