Overview
R1-N encodes minimum lot size in thousands of square feet (R1-5 = 5,000 sf; R1-190 = 190,000 sf). This is NOT inverse — higher number = larger lot = lower density. MF districts use density-tier naming (R-2 two-family, R-3 medium, R-4 townhouse, R-5 multiple-family). Commercial uses C-N format (C-1 neighborhood, C-2 central business, C-3 highway, C-4 general, C-O office, C-S regional shopping). Overlays use acronym tags (ESL, F-O, HP, DO, PBD). Code is Euclidean with heavy overlay-driven environmental regulation — ~72% of land area sits under the ESL+F-O dual overlay. | naming_convention_raw=hybrid ; sub_flags_raw=[arizona, lot-size-encoded-sf, heavy-overlay, heavy-recent-amendment]
- R1 naming encodes minimum lot size in 1,000s of sf (R1-5 = 5,000 sf through R1-190 = 190,000 sf / ~4.4 acres). Not inverse — higher number = larger lot = lower density. The R1-190 estate district is unusual in US zoning and reflects the ranch character of older north Scottsdale.
- ESL + F-O overlays cover ~134 of Scottsdale's 185 sq mi (~72% of city area). One of the most extensive environmental overlay systems of any US city; most undeveloped land in Scottsdale sits under this dual overlay.
- F-O paint Light Reflectance Value shall not exceed 35%. One of the most restrictive exterior color standards in the US — effectively eliminates white, cream, and most light pastels as primary exterior paint colors in the Foothills Overlay.

Quirks & notes
- Historic Property (HP) designations are parcel-specific, not district-wide. Each individual property on the Scottsdale Historic Register is its own HP overlay; Scottsdale has no area-wide historic districts of the kind most large cities use.
- The Downtown Plan was renamed the Old Town Plan after 2018-08-01. Code references still use 'Downtown Plan'; the two terms are interchangeable per §3.100 definitions.
- Scottsdale Airport (SDL) Part 77 imaginary surfaces create a federal overlay over Airpark and surrounding north-central Scottsdale. This is NOT a state preemption and NOT an Appendix B overlay — it is a federal airspace hazard surface. State HB 2720/2721/2297 carve-outs for airport operating vicinity interact with these federal surfaces; profile flags federal_state_conflict on affected parcels.
- Scottsdale adopted Ord. 4687 on 2025-09-30 to comply with HB 2928 (ADU expansion); further January 2026 amendments address HB 2720 (middle housing), HB 2721 (min lot size), and HB 2110 (adaptive reuse). Legislative updates page maintained at scottsdaleaz.gov/planning-development/legislative-updates.
- Scottsdale ADU ordinance permits up to 3 ADUs on lots ≥1 acre if at least one is restricted-affordable. This is more permissive than the state HB 2720 floor, which requires only 1 attached + 1 detached.
- Development Review Board (DRB) has cross-cutting design-review jurisdiction across F-O exceptions, Downtown design, and historic properties. Single body consolidates design review that most cities split between planning commission and staff.
- Commercial district count is large (C-1, C-2, C-3, C-4, C-O, C-S) plus planned variants (PCC, PNC, PRC, PCoC, PCP). Reflects Scottsdale's stratification of commercial by scale (neighborhood → regional) and form (general vs. planned).
- S-R (Service Residential) and S-S (Support Services) are hybrid mixed-use/transition districts specific to Scottsdale — less common naming among AZ cities.
- R-4R (Resort/Townhouse) is a resort-hybrid district enabling hotel/resort uses alongside townhouse residential — a uniquely Scottsdale typology reflecting the city's tourism economy.

|---|---|---|
| no aggregator cited | passed | Record scan found no Zoneomics/Steadily/SitePlanGuide/SitePlanCreator citations. All source citations reference scottsdaleaz.gov, library.municode.com, scottsdale-az.elaws.us, azleg.gov, or federal (FAA, ADOT) sources. |
| confidence tags full form | passed | All confirmed claims carry c§X.XX.XXX form (e.g., c§6.1010, c§6.1070, c§3.100, c§4) or c§federal / c§ARS for federal and state preemption references. Partial claims use p§, inferred use i§. No bare [confirmed] tags remain. |
| overlays have parameters trigger confidence | passed | 6/6 overlays (ESL, F-O, HP, DO, PBD, SDL-PART77) each carry non-empty parameters object (≥2 keys), explicit geographic_trigger string, status, and citation. ESL/F-O/HP confirmed; DO and PBD carry status=partial with search_performed + retrieval_failure_reason narratives; SDL-PART77 carries status=federal_state_conflict with federal_overlay_refs populated. |
| preempt section city specific | passed | state_preemptions_applicable[] contains 6 per-law entries (HB 2720 ADU, HB 2720 Middle Housing, HB 2721 Min Lot Size, HB 2110 Adaptive Reuse, Prop 207, Federal Part 77-SDL). Each entry has qualifying_condition_checked with Scottsdale-specific numeric inputs (population 248,321 vs state thresholds 30k/70k/75k; non-tribal; Ord. 4687 local implementation) and effect_on_city statement. Not a link-stub — link to state-overlays/arizona.json is in addition to per-law rows. |
