Research notes
Applies only to cities ≥30,000 population. Cities ≥70k must allow duplex/triplex/fourplex in the majority of single-family zones. Cities 30k–70k must allow duplex in the majority of single-family zones (phased tier). Tribal lands are excluded. Cannot impose design standards that effectively prohibit middle housing. Federal conflict check flags overlap with MAAMF / Luke AFB / Davis-Monthan / Phoenix Sky Harbor Part 77 height and use restrictions on base_districts[*].
