Act 47 allows one ADU by right on every single-family lot and bars owner-occupancy, additional parking beyond one space, or density/dimensional rules that effectively prohibit. Self-executing: applies on the statutory effective date regardless of whether the town has updated its bylaw text. No opt-out. Remedy runs through individual permit appeal to the Environmental Division of the Vermont Superior Court under 24 V.S.A. § 4471.
