Baseline non-exclusion clause that predates the HOME Act. Bars bylaws from excluding ADUs, group homes ≤8 persons, family child care, mobile/manufactured homes, and required agricultural/silvicultural practices. Act 47 of 2023 strengthens the ADU and manufactured housing provisions but does not displace this baseline.
