Research notes

Most Oklahoma counties have NOT adopted county zoning. The zoned counties are Oklahoma (FIPS 40109), Tulsa (40143), Cleveland (40027), Canadian (40017), Comanche (40031), Rogers (40131), Wagoner (40145), plus a handful of others. Agricultural exemption is the dominant friction point for rural solar, utility-scale wind, feedlots, and unplatted rural subdivisions. Carry a `county_zoning_adopted: bool` flag on each county record.
