Oklahoma is the #3 wind-power state by installed capacity; SCOOP/STACK landowners frequently host both oil/gas (§52-137) and utility-scale wind on the same surface estate. The 2017 'Wind Catcher' project (Invenergy/AEP/PSO) was a marquee proposed Panhandle build that was withdrawn; subsequent multi-gigawatt builds continue across Beaver, Texas, Cimarron, Woodward, Dewey, Custer, Caddo, Roger Mills, Harper, Ellis Cos. Federal conflict check applies — DoD Mission Compatibility Evaluation and FAA Part 77 / Form 7460-1 are mandatory parallel reviews; setbacks may be enlarged by military mission-area constraints around Tinker, Vance, Altus, and Fort Sill.
