Research notes

Oklahoma's TIF authority requires constitutional authorization (Art. X §6C, adopted 1991) plus the implementing Local Development Act. Major active TIF districts include OKC Core to Shore / Downtown / Innovation District, Tulsa Vision and Arena/IDL districts, Norman University North Park, Edmond Downtown. Carry per-city: `tif_districts: [{name, term_years, increment_base_year}]`. Distinct from MAPS sales-tax capital programs (not TIF).
