Research notes
Long-standing common-law / Dillon's Rule skepticism plus the rent-control preemption argument together mean mandatory IZ is legally doubtful and not practiced statewide. No 2023-2026 enactment has clarified or expanded IZ authority. Cities may still adopt voluntary/incentive-based IZ programs.
