Research notes

Construction-standards preemption only. Local zoning RETAINS authority over: (a) which districts permit MH placement, (b) minimum lot size, setbacks, foundation/skirting requirements, (c) aesthetic/compatibility standards including age, appearance, and roof-pitch (contested but largely upheld in GA appellate cases). HUD-Code MH = factory-built dwelling per 24 CFR Part 3280. Universal applicability across every GA city.
