State-controlled redevelopment district overriding Providence zoning on the former I-195 right-of-way. The district has its own Commission with land-use authority. Functionally a statewide preemption operating on a single geographic envelope (Providence-only by parcel inclusion, but the authorizing statute is statewide). Important precedent for state-controlled redevelopment authorities.
