Research notes

Floor-not-ceiling. Does not preempt municipal STR land-use regulation (bans, nightly caps, owner-occupancy, distance buffers). NYC Local Law 18 (Admin Code §26-3101 et seq.) expressly preserved; pre-existing county registries grandfathered. State sales tax on STR occupancy effective March 1, 2025. County registry / platform verification effective September 22, 2025. Counties may opt out of registry (still collect sales tax but not hotel/motel occupancy tax) or operate joint registries. Penalties up to $500/day civil fines (§447-E). No private right of action.
