NYC-only. There is NO state ADU mandate in NY outside NYC — A.4854 and A.6778 (2025 session) remain in committee. Outside NYC, ADU permissibility is purely local. HCR Plus One ADU grant program (up to $125,000/homeowner) is voluntary and does not override local zoning.
