Research notes
Genuine state-mandated supra-local preemption unique to Washoe County. Reno, Sparks, and unincorporated Washoe County zoning and master-plan amendments must be found in conformance by TMRPA prior to taking effect. No analog exists in Clark County (CCRFCD and the Las Vegas Valley Air Basin are narrower-scope regional authorities, not master-plan conformance bodies). Applies regardless of municipal population.
