Classic express preemption — applies statewide. Cities retain authority to require design-equivalence standards (roof pitch, permanent foundation, siding, site-built appearance) and to require HUD-Code post-1976 compliance, but may not impose installation regimes inconsistent with NRS 489 Manufactured Housing Division rules. Mobile home parks separately governed by NRS 118B (landlord-tenant) and NRS 40.770 (conversion protections). Federal-conflict check enabled because HUD Code (24 CFR Part 3280) is the federal floor — local design standards must not effectively re-regulate construction.
