Covers 800,000+ acres in 88 municipalities across 7 counties (Bergen, Hunterdon, Morris, Passaic, Somerset, Sussex, Warren). Preservation Area designation is mandatory preemption; Planning Area is opt-in through municipal conformance. All major development requires a Highlands Preservation Area Approval (HPAA) from the NJDEP.
