Replaces dormant COAH process with a DCA-administered fair share calculation method and a structured municipal self-assessment / vacant land analysis cycle. Round 4 obligations assessed 2025–2035. Fair Share Plans due March 2026; courts retain builder's remedy jurisdiction. Establishes the Affordable Housing Dispute Resolution Program in lieu of COAH certification.
