NC is a state-NFIP coordinating state. NC Floodplain Mapping Program (NCFMP, within NC Emergency Management) produces and maintains FIRMs statewide using LiDAR. Every NC community participating in NFIP must adopt the NC Model Floodplain Development Ordinance or stricter. Freeboard of +2 ft is NC minimum; §160D-925 codifies state authority for floodplain regulation. Federal conflict check true — FEMA 44 CFR 60.3 sets the federal floor; NC adds freeboard.
