Family care home = up to 6 resident handicapped persons with 24-hr care/supervision (federal FHA-aligned). Must be permitted residential use in ALL residential districts. Local government may require a zoning permit but cannot deny based on familial-care character. Dispersion rule (½ mile between homes) is the sole density-management tool. State-law implementation of federal FHA reasonable-accommodation obligations — federal FHA conflict check flagged.
