Research notes

Hard self-executing preemption. Prohibits regulating exterior color, cladding, roof style/material, porches, window/door/garage style, interior layout, room count on 1- and 2-family detached homes. Exceptions: NFIP structures, local historic districts/landmarks, National Register CLG programs, voluntary conditional zoning, manufactured housing standards under §160D-910, and affordable housing per 24 CFR 92.252 (if cost impact ≤20%). 'Directly or indirectly' language forecloses workarounds.
