Preempted fields

3 fields on the base district schema are rewritten when the trigger fires.

FieldOpValueNote
base_districts[*].allowed_usesrestrictsubject_to_AICUZ_land_use_compatibility_guidelinesDepartment of the Air Force AICUZ study around Selfridge ANGB (host: 127th Wing, Michigan ANG) maps Clear Zones (CZ), Accident Potential Zone I (APZ-I), Accident Potential Zone II (APZ-II), and noise contours at DNL 65 / 70 / 75 / 80+ dB. CZ permits no structures; APZ-I permits low-intensity agricultural/industrial uses only; APZ-II permits low-density residential and most industrial uses but discourages high-density residential, schools, hospitals, churches, and large places of public assembly.
base_districts[*].max_residential_density_du_per_accap_atAICUZ_compatible_densityAICUZ recommends residential uses incompatible above DNL 65 dB without sound attenuation; APZ-I permits at most 1 du/2 ac; APZ-II up to 2 du/ac with low population density. Local zoning conformance is voluntary but is a recurring condition of FAA/MDOT-Aero grants and Defense Community Infrastructure Program (DCIP) funding.
avigation_easementrequireavigation_easement_in_APZ_or_high_noise_contourPlat / site plan approvals within APZ-I, APZ-II, and DNL ≥65 dB contours typically condition approval on dedication of an avigation easement to the United States in favor of Selfridge ANGB operations.

Research notes

Selfridge ANGB hosts the 107th Fighter Squadron (A-10 Thunderbolt II) and 171st Air Refueling Squadron (KC-135T Stratotanker), plus active-duty, Coast Guard, Reserve, and Guard tenants — total ~5,000 personnel, ~$850M annual economic impact. AICUZ is federally advisory: zoning conformance is not federally mandated but the Air Force Civil Engineer Center coordinates with local communities, and encroachment threatens future BRAC standing. MI Aeronautics Code (MCL 259.133–259.135) authorizes airport-vicinity zoning that local units have used to codify AICUZ overlays. Per-parcel geographic predicate keyed to the published AICUZ study footprint.
