Fiscal overlay only — does not alter zoning entitlements. Active Renaissance Zones exist in Detroit, Flint, Saginaw, Grand Rapids, Muskegon, Benton Harbor, and several other distressed-area designations. Tribal Renaissance Zones (negotiated under §125.2688a) also operate. Use as a city-record flag, not a zoning override.
