Research notes

Maryland hosts six Tier-1 military installations: Aberdeen Proving Ground (Harford County, Army RDT&E), Fort Meade (Anne Arundel, NSA/Cyber Command headquarters), NSA Bethesda / Walter Reed (Montgomery, Navy medical), Joint Base Andrews (Prince George's, Air Force / presidential), NAS Patuxent River (St. Mary's, Navy test/eval), and NSF Indian Head (Charles, Navy ordnance R&D). Each has a completed or in-progress JLUS coordinated through DoD Office of Local Defense Community Cooperation (OLDCC) and Maryland Department of Commerce. LU §22-301 is the enabling delegation for Military Installation Overlay Districts (MIODs); substantive standards come from JLUS recommendations and the DoD AICUZ program. Federal conflict check: DoD encroachment policy (DoDI 4715.13), Readiness and Environmental Protection Integration (REPI) buffer-acquisition partnerships, and FAA Part 77 apply in parallel.
