Enabling delegation, not a direct preemption. Adopted by Annapolis (Historic District Commission), Baltimore City (CHAP — Commission for Historical and Architectural Preservation), Frederick, Cumberland, Easton, Chestertown, Havre de Grace, Westminster, Frostburg, Ellicott City (Howard County), and dozens of other jurisdictions with National Register or local historic districts. Operates in parallel with Maryland Historical Trust (MHT) state-level review (Env. §5A-301 et seq.) and federal §106 NHPA consultation. Maryland Historic Revitalization Tax Credit (Tax-Gen. §5A-303) ties to MHT-certified districts.
