Research notes

Maryland-National Capital Park and Planning Commission (M-NCPPC) is the only bi-county state-chartered planning agency in the U.S., created in 1927 to coordinate planning for the rapidly-suburbanizing portions of Montgomery and Prince George's counties adjacent to D.C. The Regional District encompasses nearly all of both counties, EXCEPT the six excluded municipalities: Takoma Park, Rockville, Gaithersburg (MoCo); Laurel (partial), College Park, Bowie (PG) — each retain independent municipal zoning under their own charters. The District Council (County Council sitting in zoning capacity) adopts the zoning ordinance under LU §22-201 (MoCo) / §23-201 (PG). MoCo 2014 Zoning Rewrite (ZTA effective Oct. 2014) and PG 2018 Zoning Ordinance Rewrite (effective April 2022) are the current frameworks. HEAA and HB 599/SB 477 apply through the Regional District structure.
