Parallel federal CERCLA (42 USC §9601 et seq.) and EPA Brownfields Program (42 USC §9628) liability protections — both state and federal NFA / Comfort Letters often sought. Pairs naturally with KRS 65.7041 TIF (LDAs may include brownfield rehabilitation as a qualifying project cost) and KRS 154.50-301 state brownfield incentive programs.
