KRS Chapter 100 is the **exclusive source** of local planning and zoning authority in Kentucky. A city, county, or consolidated local government may regulate land use **only** via the powers expressly delegated in Chapter 100. Cities without a planning commission under KRS 100 have **no independent zoning authority**.

Research notes

Federal HUD Code (24 CFR Part 3280; 42 USC §5401 et seq.) preempts state/local construction standards for manufactured homes — federal conflict check applies. 2025 HB 160 passed the House 95-0 and is the first substantive KY manufactured-housing preemption since the original KRS 100.348. The parity floor activates July 1, 2026; until then the anti-exclusion floor controls. Carve-out: home-rule cities preserved inside Louisville Metro that do not separately administer KRS Chapter 100 zoning are not the target. Pre-HUD-code 'mobile homes' (built before 1976) are not protected.
