Preempted fields
2 fields on the base district schema are rewritten when the trigger fires.
| Field | Op | Value | Note |
|---|---|---|---|
review_type | require | kdhe_voluntary_cleanup_program_participation | Redevelopment of a brownfield parcel triggers participation in the Kansas Department of Health and Environment (KDHE) Voluntary Cleanup and Property Redevelopment Program (VCPRP); cleanup-plan approval is a state-administered prerequisite to certain redevelopment incentives. |
base_districts[*].environmental_covenant | require | kdhe_environmental_use_control_if_residual_contamination | If cleanup leaves residual contamination, KDHE may require an environmental use control (EUC) recorded against the deed limiting future uses, excavation, or groundwater extraction; the EUC functions as a parcel-specific zoning overlay. |

Research notes
State VCPRP coexists with federal CERCLA (Superfund) framework and EPA Brownfields grants. KDHE administers the state program; for federally listed sites, EPA Region 7 (Kansas City KS) retains jurisdiction. Federal conflict check enabled because federal CERCLA liability may attach independent of state VCPRP participation. Major historical Kansas brownfield clusters: Kansas City KS West Bottoms / Armourdale, Wichita southside industrial corridor, Topeka rail / oil legacy sites.
