|---|---|---|---|
review_type | require | star_bond_or_tif_project_plan_approval | Establishment of a STAR Bond district or TIF redevelopment district requires a feasibility study, project plan, public hearing, and (for STAR Bonds) Kansas Secretary of Commerce approval per K.S.A. 12-17,162. |
base_districts[*].financing_overlay_status | override | increment_pledged_to_district | Property tax (and for STAR Bonds, state and local sales tax) increment within the district is pledged to bond repayment for the statutorily defined district term — not a substantive zoning preemption, but an overlay on the financial fields used in feasibility / underwriting. |

Research notes
Procedural overlay — does not preempt substantive zoning fields directly but constrains how a city/county may finance redevelopment projects and what district designations carry which approval prerequisites. STAR Bonds are unique to Kansas; they capture state and local sales-tax increment in addition to property-tax increment, with Secretary of Commerce approval gating district formation. Major historical STAR Bond projects: Kansas Speedway / Village West (KCK), Schlitterbahn (KCK), Hutchinson Underground Salt Museum, Manhattan downtown.
