Procedural overlay — does not preempt substantive zoning fields directly but constrains how a city/county may finance redevelopment projects and what district designations carry which approval prerequisites. STAR Bonds are unique to Kansas; they capture state and local sales-tax increment in addition to property-tax increment, with Secretary of Commerce approval gating district formation.
