Trigger predicate
When this evaluates true for a parcel, the law's preempted fields take precedence over base zoning.
city.governance_type == countyPreempted fields
3 fields on the base district schema are rewritten when the trigger fires.
| Field | Op | Value | Note |
|---|---|---|---|
zoning_ordinance.procedural_floor | require | 19_2901_compliant | County zoning must follow K.S.A. 19-2901 through 19-2936; counties have statutory rather than constitutional home rule, so zoning authority is strictly delegated. |
zoning_ordinance.text_or_map_amendment_supermajority | require | 75pct_on_protest_petition | K.S.A. 19-2914 mirrors 12-753 — a qualifying protest petition triggers a 3/4 supermajority of the board of county commissioners. |
zoning_ordinance.urban_area_provisions | permit | 19_2927_optional | K.S.A. 19-2927 et seq. — counties may adopt urban-area planning provisions (Johnson County is the principal example). Adoption is optional and only constrains counties that have opted in. |

§ K.S.A. 19-2901 (planning commission); 19-2914 (amendment / protest); 19-2921 (ag-use exemption — separate overlay); 19-2927 (urban-area provisions)
Research notes
Framework overlay for unincorporated county zoning. The agricultural-use exemption at 19-2921 is broken out separately because it is the single most-litigated substantive constraint on county zoning authority. ETJ scenarios (city zoning extending into unincorporated county under 12-715b) require coordination but the county chapter governs unincorporated parcels not under city ETJ.
