Research notes
IHDA biennially identifies non-exempt municipalities with <10% affordable housing stock. Such cities must adopt a plan listing goals for affordable-unit production. State Housing Appeals Board may override local denials of qualifying affordable projects. Applies to both home-rule and non-home-rule (express GA preemption with required supermajority).
