Recorded as a negative overlay so the absence of preemption is explicit and the city-level builders are forced to populate ADU / density / parking / IZ / design from local code. The AIDEA workforce-housing financing bill in the 34th Legislature (Alaska Beacon 2026-02-28) is a financing tool, not zoning preemption.
