Article X §11 grants home-rule municipalities all legislative powers not prohibited by law or charter. AS 29.10.200 enumerates the Title 29 floor that applies even to home-rule entities. For zoning, the only items the state forces on home-rule cities/boroughs are procedural (comprehensive plan, hearing process). Substantive land-use standards remain entirely local.
