Research notes

State preempts (1) blanket exclusion of HUD-code units from SFR zones, (2) building standards more stringent than HUD code on labeled units, and (3) treating manufactured homes as inherently different uses from site-built dwellings when on a permanent foundation. Cities may still impose appearance standards (pitch, width, skirting) as long as applied uniformly. Federal HUD-code (24 CFR 3280) overlays this; federal_conflict_check enabled.
