Requires cities along the Wasatch Front to adopt a Moderate Income Housing Plan selecting from a menu of statutory strategies. Non-compliance triggers state enforcement via UT Commission on Housing Affordability; non-compliant jurisdictions lose eligibility for certain state transportation funds and become subject to UT_MIH_NONCOMPLIANCE_ENFORCEMENT preemption.
