Research notes
HB 82 (2021) required cities to allow internal ADUs (within existing structures) by right in residential single-family zones. Cities retain authority over size, design, and parking for internal ADUs. Superseded in scope by SB 140 / HB 409 (2023) which added detached ADU by-right; internal-ADU overlay retained for citation completeness.
