Districts formed by landowner petition to the local soil and water conservation district board of supervisors. Voluntary — no land included without owner consent. Pairs with Greenbelt (§67-5-1008) for tax treatment and with §13-7-201(b)(2) county zoning agricultural exemption. Distinct from TN Right to Farm Act (§43-26-101 et seq., nuisance protection).
