Research notes

WIPP is the only operational deep-geologic transuranic-waste repository in the U.S., operated by DOE in a 16-sq-mi withdrawn salt-bed formation ~26 mi east of Carlsbad, Eddy County. The withdrawal area itself is federal land outside county zoning; the broader Carlsbad / Loving / Hobbs region carries WIPP-related transportation, emergency-response, and exclusion-zone overlays that interact with municipal zoning where shipments traverse highway corridors. Included as a state-level overlay because it materially affects how Carlsbad and Eddy County land-use records are interpreted, even though the underlying authority is federal.
