Research notes

MS river-corridor governance is fragmented across (a) two Mississippi River levee districts in the Delta, (b) the Tenn-Tom Waterway (a 234-mile federal navigation channel running Alabama-Mississippi from Pickwick Lake to the Tombigbee/Mobile system, with locks at Aberdeen, Amory, Columbus, Bevill, Heflin, Stennis, and others, plus Bay Springs Lake), (c) the Pearl River corridor (touching Jackson, Madison, Rankin, Hinds, Copiah, Simpson, Lawrence, Marion, Pearl River cnties; Ross Barnett Reservoir governed by §51-9 Pearl River Valley Water Supply District), (d) the Big Black River (touching Webster, Choctaw, Attala, Holmes, Yazoo, Madison, Hinds, Warren, Claiborne, with no single multi-county management district — managed by county S&WC districts), and (e) the Pascagoula River basin under Pat Harrison Waterway District. Federal conflict check: USACE §10 (Rivers & Harbors Act) and §408 apply throughout.
