State framework overlay — coordinates with federal EPA Brownfields Program (CERCLA §128(a) State Response Program). Indiana liability protections are layered atop CERCLA's bona-fide-prospective-purchaser, contiguous-property-owner, and innocent-landowner protections. Captured here because brownfield status materially changes underwriting and zoning intent on a parcel, even though IC 13-19 itself is environmental remediation, not zoning per se.
