Sovereign lands include all fee-title lands and waters under NRC jurisdiction; meandered sovereign lakes; meandered sovereign rivers (the Big Sioux, Mississippi, Missouri border rivers plus portions of the Cedar, Des Moines, East Fork Des Moines, West Fork Des Moines, Iowa, Little Maquoketa, Maquoketa, Nishnabotna, Raccoon, Skunk, Turkey, Upper Iowa, and Wapsipinicon); and sovereign islands. Federal conflict check flagged: sovereign-lands permits coexist with USACE §10 Rivers and Harbors Act authority on navigable waters. Mississippi and Missouri River corridor projects in cities like Davenport, Dubuque, Burlington, Council Bluffs, and Sioux City routinely require both state sovereign-lands permits and federal USACE permits.
