Zoning power for the unincorporated portions of New Castle County (includes the I-95 corridor outside Wilmington/Newark — the vast majority of NCC residential growth). County Council adopts zoning + subdivision regulations (§2603); Department of Land Use administers; Board of Adjustment handles variances (§§2616–2619). UDC includes a TDR framework (not in state statute). No statewide override embedded; chapter does not preempt municipal zoning inside incorporated areas.
