Mountain-West manufactured-housing parity statute parallel to CO, MT, NM. Prevents blanket exclusion from SF zones but preserves neutral aesthetic/foundation standards. Federal conflict check enabled because HUD Code (24 CFR Part 3280) sets construction standards that local design overlays cannot contradict, and military AICUZ noise zones around F.E.
