Research notes

Applies ONLY to townships — no equivalent statewide preemption for municipal corporations. 'Permanently sited manufactured home' requires: permanent foundation + utility connection; ≥22 ft wide AND ≥22 ft long at one point; ≥900 sf living area; minimum 3:12 residential roof pitch; conventional residential siding; ≥6-inch eave overhang; manufactured after Jan 1, 1995; NOT in a manufactured home park (ORC §3781.06). Townships MAY prohibit travel trailers, park trailers, mobile homes, and non-permanently-sited units from residential districts. Private deed restrictions remain enforceable. federal_conflict_check flagged because it incorporates HUD construction standards via §3781.184.
